Casino planning investors seeking economic development in certain parts of Vietnam will soon be able to calculate non-casino infrastructure on the value of the total capital needed to obtain a gaming license, Vietnam News Agency reported, citing a proposal from Vietnam's finance ministry.

The new conditions will apply to regions including the Ban Don economic zone in the northern province of Quang Ninh, the report said.

National regulations requiring at least $2 billion in capital investment for casino projects (previously adjusted from $4 billion requirements) and more than $1 billion in spent capital before granting gaming licenses remain in place.

The Pentagon has proposed allowing casino investors in underdeveloped areas like Bandon, or those with significant infrastructure investments in the same area, to calculate some of these infrastructure efforts, contributing 25 percent of the minimum $2 billion investment needed to obtain a casino license.

The proposal, if passed, would help a company called Sun Group realize Ban Don's casino project, as the developer's spending capital on roads called Ban Don International Airport and the Ban Don-Harong-Mont Chai Expressway is calculated, the news agency reported.

Bandon International Airport has invested a total of 7.5 trillion VND ($322 million) into operation in December 2018, Vietnam News Agency reported. A total of 12 trillion VND has been invested in the 60 km (37.3 miles) section of the Harong-Bandon Expressway, and construction of the Bandon-Mont Chai Expressway is expected to be completed in 2021, the news outlet added.

Total revenues from Vietnam's existing licensed casinos have more than doubled in the past three years, from 1.19 trillion VND in 2017 to 2.5 trillion VND in 2019, according to data from the ministry cited by news outlets. Contributions to the government budget have increased from 645 billion VND to 1.34 trillion VND, figures reported by Vietnam News Agency showed.

So far, one casino resort on Phu Quoc Island, Corona Resort and Casino, is said to be the only gaming venue in Vietnam to offer gambling services to economically eligible locals under a long-delayed three-year national pilot scheme. The casino scheme planned for half-don is also expected to allow eligible locals to gamble.
